# Modi Could Visit Canada as India and Canada Race to Finalise Trade Deal

Prime Minister Narendra Modi could visit Canada later this year as New Delhi and Ottawa work towards concluding a [comprehensive trade agreement](https://www.theglobalvoice.com/india-canada-trade-pact-could-be-finalised-before-year-end/), although neither government has announced a date or confirmed that the pact will be ready for signing during the proposed trip.

Canadian Prime Minister Mark Carney invited Modi to visit Canada when the two leaders met in June. Modi accepted the invitation, and both governments said diplomatic officials would work to identify a mutually convenient date.

The prospective visit is now being linked to negotiations for a Comprehensive Economic Partnership Agreement, which India and Canada aim to complete before the end of 2026\. Canadian Trade Minister Maninder Sidhu has expressed confidence that the negotiations can be concluded within that timeframe, while Indian negotiators are expected to travel to Canada for further discussions.

The deal would reduce tariffs and other trade barriers while establishing rules covering goods, services, investment and potentially areas such as digital commerce and professional mobility. The precise sectors and tariff concessions included in the agreement remain under negotiation.

A visit by Modi could provide a political deadline for negotiators and an opportunity for the two leaders to sign or formally announce the pact. However, the trade agreement is still officially listed as being under negotiation. The suggestion that it will be signed during Modi’s visit therefore remains a possibility rather than a confirmed programme.

The negotiations are part of a broader effort to expand bilateral trade to US$50 billion or approximately C$70 billion by 2030\. Two-way merchandise trade stood at nearly US$9 billion in 2024–25, although the commercial relationship becomes considerably larger when services and investment are included.

Canada sees India as an increasingly important market for energy, agricultural products, critical minerals and advanced technology. India is interested in Canadian supplies of uranium, liquefied natural gas, potash and other resources, while Indian companies are exploring investments in Canada’s mining and critical-minerals industries.

The two governments restarted trade negotiations in November 2025 after talks had been suspended during a severe diplomatic dispute. Relations deteriorated in 2023 after then Canadian prime minister [Justin Trudeau alleged a possible connection between Indian government agents](https://www.pm.gc.ca/en/news/statements/2024/10/14/statement-prime-minister-ongoing-investigation-violent-criminal-activity-linked?ref=theglobalvoice.com) and the killing of Sikh separatist Hardeep Singh Nijjar in British Columbia. India rejected the accusation as absurd and accused Canada of allowing extremist groups to operate from its territory.

The confrontation resulted in the expulsion of diplomats, reduced diplomatic representation and the suspension of trade discussions. Relations began improving after Carney became prime minister, with both sides restoring senior diplomatic engagement and reopening negotiations.

Carney visited India from February 27 to March 2, becoming the first Canadian prime minister to make a bilateral visit to the country since 2018\. Modi’s visit, if finalised, would carry significance beyond the trade agreement. It would demonstrate how rapidly the relationship has recovered from its lowest point in decades. Whether the proposed trip becomes the occasion for signing the pact will depend on negotiators resolving the remaining issues before the leaders meet.
