Two people have been arrested on suspicion of terrorism in Spain's Basque Country after police discovered information concerning security forces and the possible location of weapons and explosives, reopening difficult questions in a region where decades of political violence continue to shape public attitudes towards security.

The arrests took place on Saturday, October 17, in Irun, a town near the French border. The suspects, a 34-year-old man and a 22-year-old woman, are both Spanish nationals. Neither has been publicly identified, and investigators have not disclosed whether they are suspected of planning a specific attack.

The investigation began on September 26, when officers from the Basque regional police, the Ertzaintza, stopped three people during a routine operation in Eskoriatza, in Gipuzkoa province. Police said they discovered sensitive material containing information about law-enforcement personnel and what appeared to be directions to a location where weapons and explosives might be stored.

The authorities have not confirmed finding any weapons or explosives at the suspected location.

According to the [Basque police's October 17 statement](https://www.ertzaintza.euskadi.eus/lfr/es/web/ertzaintza/inicio/-/asset%5Fpublisher/kRiDaff6wlvj/content/26%5F0748-la-ertzaintza-detiene-a-dos-personas-por-un-presunto-delito-de-terrorismo?%5Fcom%5Fliferay%5Fasset%5Fpublisher%5Fweb%5Fportlet%5FAssetPublisherPortlet%5FINSTANCE%5FkRiDaff6wlvj%5FassetEntryId=20350330&ref=theglobalvoice.com), investigators already possessed relevant background information concerning the three individuals. The discovery prompted the Ertzaintza's Central Intelligence Office to begin inquiries and contact Spain's Audiencia Nacional, the national court responsible for handling major terrorism cases.

The investigation developed over the following weeks, with police maintaining contact with judicial authorities. On Saturday, two of those under investigation presented themselves at the Irun police station accompanied by their lawyer. Officers arrested them after their arrival.

Both were expected to be brought before the Audiencia Nacional following questioning, while police continued examining the evidence.

The case has attracted particular attention because of the Basque Country's history. For more than four decades, the separatist organisation ETA carried out bombings, shootings and assassinations as part of its campaign for an independent Basque state. The organisation declared an end to armed activity in 2011 and formally dissolved in 2018.

That history remains politically sensitive, although the region's contemporary nationalist movements operate overwhelmingly through democratic institutions. The arrests have not been officially connected to ETA, and the available evidence does not establish the existence of a new armed organisation.

Reports suggesting possible links between those investigated and radical Basque nationalist circles have not been substantiated in the police's published statement. Investigators have also not publicly established whether the material recovered in September belonged to an organised group or was connected to preparations for violence.

The Basque Nationalist Party, which has played a central role in the region's autonomous government, expressed concern following the arrests and appealed for the preservation of peace and democratic coexistence. Its response reflects the sensitivity surrounding any suggestion of renewed politically motivated violence in a society that spent decades confronting terrorism.

For now, the case remains a criminal investigation rather than evidence of a wider security threat. The two suspects have not been convicted of any offence, and the authorities have yet to establish publicly what purpose the seized information served.

The next stage will be determined by the Audiencia Nacional, which must examine the allegations and decide what judicial measures, if any, are warranted.
