# US Revives Ukraine Peace Effort With Proposed UAE Meeting

The United States has proposed a new round of three-way talks between Ukraine, Russia and the US, with the United Arab Emirates as the venue. It is the most concrete sign in months that stalled peace efforts may be restarting. Ukrainian President Volodymyr Zelenskyy announced the proposal on Friday, September 25, saying the talks would be held at a technical level. Kyiv is now waiting for Washington to set a date.

The proposal follows [Zelenskyy's meeting with US President Donald Trump](https://newsonair.gov.in/us-president-trump-meets-ukrainian-president-zelenskyy-hesitates-on-sending-long-range-missiles-to-ukraine/?ref=theglobalvoice.com) on the sidelines of the UN General Assembly in New York, where the two discussed ways to end the war. Ukrainian and US negotiators then met to work through specific details. Zelenskyy called his talks with the US envoys "very substantial" and said Kyiv was ready to move toward trilateral negotiations. National security advisers from Britain, France and Germany joined part of the discussions in Kyiv. The US side said it had heard "new ideas" from Moscow, and Jared Kushner referred to a broader "peace package."

Moscow has not closed the door. The Kremlin confirmed on Friday that a trilateral meeting involving Russia, Ukraine and the United States could take place soon. It added that presidential envoy Kirill Dmitriev was in talks with US negotiators on economic cooperation. Speaking in St Petersburg, Vladimir Putin said settlement terms remain open for discussion but that Russia must prioritise its national interests.

The choice of venue is familiar. [Abu Dhabi hosted the first publicly acknowledged trilateral talks between the three countries on January 23 and 24](https://newsonair.gov.in/representatives-from-russia-ukraine-us-hold-first-round-of-peace-talks-in-abu-dhabi/?ref=theglobalvoice.com), followed by a second round on February 4 and 5\. A third round was held in Geneva on February 17 and 18 and ended with a prisoner exchange. A fourth round planned for Abu Dhabi in March was postponed because of fighting in the Middle East. Russian officials have described the UAE as a priority venue. The Emirates has maintained ties with both Moscow and Kyiv and has mediated prisoner exchanges between the two.

The earlier rounds exposed how far apart the sides remain. The January talks covered territory, security guarantees and political pathways but ended without a breakthrough. In February, Russia warned Ukraine that the war would continue unless its demands were met.

The UAE proposal is one of several diplomatic tracks now in play. Zelenskyy said Ukraine is discussing an energy ceasefire, a maritime ceasefire and the US-proposed trilateral format as possible paths to a truce. He also asked Trump to raise the war in his talks with Chinese President Xi Jinping.

A leaders' summit is further off. Zelenskyy has said he is ready to attend and meet Putin if invited. The Kremlin has rejected a meeting at the summit, with spokesman Dmitry Peskov saying the two leaders could meet only in Moscow.

The diplomacy is unfolding as the fighting continues, with ongoing strikes and heavy economic damage across Ukraine. For now, the UAE meeting remains a proposal rather than a breakthrough. After seven months of stalled talks, however, even an agreed date in Abu Dhabi would count as progress.
