The G20 summit in Miami this December could provide an opportunity for Volodymyr Zelenskyy, Donald Trump and Vladimir Putin to meet, although neither Washington nor Moscow has agreed to the Ukrainian president's suggestion. Zelenskyy raised the possibility on Saturday, leaving open alternative venues in Europe and the Middle East as efforts to revive negotiations over the war continue.

The United States is due to host the summit on December 14–15 at Trump National Doral in Miami. Russia belongs to the G20, while Ukraine does not, meaning Kyiv would need a separate invitation or an arrangement for discussions alongside the gathering. The [US Treasury's published summit schedule](https://home.treasury.gov/news/press-releases/sb0398?ref=theglobalvoice.com) confirms the dates and venue.

Zelenskyy said a meeting could take place in the United States during the summit, but acknowledged that no agreement had been reached with either the American or Russian government. The United Arab Emirates, Saudi Arabia and European countries have also emerged as possible hosts.

The proposal follows several weeks of diplomatic efforts to arrange direct discussions involving all three governments. Washington had previously explored holding negotiations in the UAE, with Ukrainian and American representatives discussing a possible meeting before the end of October.

Ukraine has indicated that it is prepared to participate. In an [October 5 conversation with Polish Prime Minister Donald Tusk](https://www.president.gov.ua/en/news/posilennya-zahistu-neba-pidgotovka-do-zimi-ta-diplomatichnij-106737?ref=theglobalvoice.com), Zelenskyy said there were no obstacles on Kyiv's side to technical-level negotiations involving the United States and Russia. He placed responsibility on Washington to complete the preparations and secure Moscow's participation.

His [remarks that evening](https://www.president.gov.ua/en/news/uzhe-ye-paketi-v-dorozi-i-she-bude-dodatkovo-shob-u-nashih-l-106749?ref=theglobalvoice.com) were less optimistic about Russia's intentions. Zelenskyy accused Moscow of concentrating on military escalation while diplomatic arrangements remained unsettled. He nevertheless expressed hope that American efforts could produce a meeting during October.

The possibility of talks in Miami now introduces a later opportunity, potentially involving the three presidents rather than negotiators working at a technical level. No agenda, delegation arrangements or meeting format has been agreed.

European governments have a particular interest in how such discussions develop. They are helping finance Ukraine's defence and will be central to any arrangements for postwar security, yet the principal diplomatic exchanges have increasingly involved Washington, Kyiv and Moscow.

Zelenskyy has argued that European leaders should maintain their own channels of communication with Russia. Such contacts would allow governments directly affected by the war's security and economic consequences to participate in discussions rather than depend entirely on American mediation.

The diplomatic opening also comes during a renewed deterioration in relations between Kyiv and Washington. Trump and Zelenskyy have [clashed over Ukrainian attacks on Russian oil refineries](https://www.theglobalvoice.com/trump-turns-on-zelenskyy-as-dispute-over-russian-oil-deepens/), American restrictions on Russian energy trade and the conditions under which military and intelligence assistance should continue.

For Ukraine, renewed negotiations cannot be separated from the fighting. Russian attacks on electricity infrastructure have intensified as winter approaches, while disagreements over territory, security guarantees and sanctions continue to complicate any potential settlement.

The proposed Miami meeting has no confirmed participants beyond the governments already expected at the G20\. Whether it develops into negotiations will depend first on agreement over a venue and format, and then on whether Kyiv and Moscow believe there is enough common ground to begin substantive talks.
